Brief Overview
Established under the ambit of the Executive Agencies
Act (Act ? 30 of 1997), the Tanzania Public Service College
(TPSC) was created to fill an extant void in terms of a comprehensive
training facility for Public Service, the changing needs of
public services resulting from Public Service reforms, and
the need for an autonomous economically vibrant public service
college.
It is in light of the above that
the Tanzania Public Service College is seen as an ideal service
provider of knowledge capabilities (knowledge, skills, attitudes)
relevant not only to the reform programme but also as part
of building a culture of continuous learning for public servants.
The mandate of the college which
forms the basis for the mission of the institution is clearly
spelt out in section 4.4 of the “Framework Document”
attached as a schedule to the Establishment Order. This mandate
is stated in the Framework Document in the form of “Functions
and Objectives” as follows: “…….the
market for TPSC’s products and services include central
and local government, independent departments, executive agencies;
and reform programmes. It also covers school leavers, the
general public and the private sector”.

services and applied research.
