from the Chairperson, Ministerial Advisory Board
As a nation, we are increasingly
looking to innovative learning to ensure that we are not only
equipped to meet the challenges of an ever-changing world,
but that we are also able to creatively leverage opportunities
to benefit our country and its citizenry. The Tanzania Public
Service College (TPSC) is crucial to the fostering of innovative
learning in the entire public service and plays a significant
role in the commitment of government to ensure improved public
service delivery.
Underpinning this commitment
is a dedication to the pursuit of excellence in the way government
provides services to the public. This is made possible by
having a knowledgeable public service. We acknowledge that
sound public governance is an important trademark of a successful
public service delivery. Through the Public Service Reform
Programme (PSRP), the government hopes to evolve a set of
principles and a culture that underpins our philosophy towards
governance and public administration. It is therefore imperative
that the TPSC being the “knowledge” provider of
management skills in public service management imbues public
officers with not only hard and soft skills, but also with
the common values and perspectives that anchor government’s
approach to best practices in public governance and administration.
TPSC, as the learning institution
for the public service, has a critical role to play in strengthening
the core of the public service. It has to provide a common
platform for sharing perspectives, networking and nurturing
a sense of shared ethos and purpose which unite us as public
officers. It is therefore imperative that the TPSC’s
training and development programmes not only transfer knowledge
and skills, but also foster new thinking in governance, leadership
and public administration. In this light, TPSC is challenged
to crystallize, codify and diffuse the Public Service approach
to leadership, public policy and, public administration. This
should be achieved by strengthening the core competencies
of the Service; facilitating knowledge sharing across public
service agencies and help they make sense of emerging trends.
By bringing people, ideas, experience and research together
in a learning environment, the College will then be serving
the role of a catalyst for thought leadership.

staff every success in the implementation of this Strategic
Plan.
